Gender and Security Project Officer, Special Programmes (100%)

Initiated by the Swiss Government, the Geneva Centre for the Democratic Control of Armed Forces (DCAF) is a foundation contributing to the process of democratisation of defence and security sector in countries in transition to democracy and societies affected by crisis or war.

The Special Programmes Department primarily deals with DCAF’s projects on gender and security sector reform.

DCAF's Special Programmes Department is looking for an experienced, motivated, and flexible individual who will, among other tasks, build up and coordinate a new “gender and SSR in Francophone countries” programme.

Candidates should meet the following criteria:

  • Excellent command of written and spoken French and English
  • Advanced university degree or equivalent in international relations, peace, or security studies, with a strong focus on women’s/gender studies
  • At least three years of practical international experience in the gender and security area
  • Experience in designing and delivering training and presentations
  • Experience in research and publications
  • Experience with project planning, budgeting, development and management in areas related to gender and security
  • Familiarity with the UN, AU, and other intergovernmental and/or regional organisations
  • Regional background/experience in Africa
  • Availability to travel

Position location: Geneva, Switzerland.

The position commences May/June 2009. The position is limited to one year with the possibility of extension. A competitive remuneration package will be offered.

Background Information:

The United Nations Environment Programme (UNEP) is the United Nations system’s designated entity for
addressing environmental issues at the global and regional level. Its mandate is to coordinate the development
of environmental policy consensus by keeping the global environment under review and bringing emerging
issues to the attention of governments and the international community for action. UNEP as an institution is
active in Tanzania and the One UN Team in DRC has liaised with all the Divisions to come up with various
inputs to the UN Country Team (UNCT), driven processes including an overview on missions carried out in
2007, and a UN Capacity Assessment exercise. The team has also responded to an invitation from the
Tanzania UNCT in December 2007 to have UNEP’s engagement in the ongoing UN Reform process in
Tanzania – One Office, One Programme, One Budgetary Framework and One Leader.

Duties and Responsibilities:

1. Provide the necessary technical and logistical support to facilitate effective implementation of UNEP
activities in the UN Country Team joint programmes .
2. Establish the necessary communication and liaison channels with the relevant government institutions
and officials, donor groups, other national organizations and civil society.
3. Provide technical backstopping support and other relevant advisory assistance to government institutions
and other organizations directly involved in the implementation of UNEP activities.
4. Monitor and review progress including project administrative and financial performance.
5. Represent UNEP as appropriate in relevant technical meetings of the UN Country Teams and related
national processes, government-led processes.
6. Compile and analyze priority issues of significance and important lessons emerging from UNEP’s
engagement in the country.
7. Prepare inputs for regular policy briefings and updates on the progress of UNEP’s engagement in the
country.
8. Carry out other relevant tasks as may be determined by the Senior Programme Officer, UNEP Regional
Office for Africa.
9. Submit fortnightly report-backs to the Senior Programme Officer based in ROA, Nairobi

Qualifications and Experience:
Education:
Advanced university degree in environmental policy/science, development or related field or a first university
degree in combination with qualifying experience may be accepted in lieu of the advanced degree.

Experience and knowledge:
Minimum of 7 years of professional working experience of which some should be relevant programme/project
operational experience in donor and UN supported country operations in developing regions of the world. A
sound working knowledge of environmental management principles and of the central tenets of sustainable
development.
Language
English and French are the working languages of the United Nations Secretariat. For the advertised post,
fluency in oral and written English is required. Knowledge of another official United Nations language is an
advantage.
Competencies:
• Strong interpersonal skills with ability to establish and maintain effective work relationships with people of
different national and cultural backgrounds;
• Excellent coordination skills, with ability to work under pressure and handle multiple activities and projects
concurrently;
• Ability to work independently and to participate effectively in a team based information sharing
environment;
• Knowledge of the donor/UN operational processes, including the UN common country programming
process;
• Strong communication skills with ability to express ideas clearly, both orally and in writing;
Other Skills
Excellent computer skills (MS Office, e-mail internet) are required.
