Duties and Responsibilities

The FAO Managed Food Security and Nutrition Analysis Unit for Somalia (FSNAU) seek to hire National Project Personnel for the position of Data Systems Manager. The Data Systems Manager will report directly to the Chief Technical Advisor (CTA), and will work in close consultation with the Nutrition Technical Manager, Food Security, and Research Technical Managers. Overall supervision will be from the CTA of the FSNAU (Food Security and Nutrition Analysis Unit). The staff member will be responsible for managing and supervising the Data System Team, activities and deliverables.


Management and Supervision

· Oversee and ensure analytical rigor, efficiency and timely delivery of all analytical and data management work of the Data System Team

· Lead and supervise the development, deployment and maintenance of the FSNAU data validation system to ensure all primary and secondary data are collected, transferred, stored, documented and analyzed using the highest level of accuracy, efficiency, and timeliness

· Manage DST team data and analytical service support for the Food Security, Nutrition, and Research Teams

· Manage all daily activities of the Data Systems Team (DST) staff , including the Nutrition Data Analyst, Food Security Data Analyst, GIS Analyst, Data Processor, Database Developers (2), and Data Entry Clerks (2), and Rotational Field Analyst, ensuring staff follow proper procedures, policies and standards

· Evaluate DST staff performance using FAO/FSNAU guidelines


Data and Spatial Analysis

· Develop and maintain all data management systems, analytical tools and procedures related to FSNAU’s nutrition, food security and applied research data

· Lead the DST to conduct and assist in the analysis of the food security, nutrition, and applied research data sets, as required by the Nutrition, Food Security and Research Technical Managers

· Assist in nutrition, food security, and applied research analytical activities (regular and ad hoc) to ensure effective and efficient data collection instruments are developed; data are properly collected, processed, validated, managed, and stored within the FSNAU’s Integrated Database System (IDS)

· Responsible for the timely delivery of the FSNAU’s Monthly Climate and Market Data Updates

Strategic Direction

· Develop and deploy new analytical tools, protocols, and procedures in consultation with the Senior Analysts; the Nutrition, Food Security, and Research Technical Managers; and the CTA.

· Maintain and develop strategic direction with regards to data management, processing, and analysis.

· Oversee development and deployment of new Information Management Systems in consultation with the Nutrition, Food Security, and Research Technical Managers, and the CTA.

Reporting, Representation, and Training

· Contribute to all FSNAU publications, whenever necessary, including the regular Monthly, Quarterly, and Technical Series Reports, and ad hoc reports and press releases.

· Maintain and develop documentation and manuals for FSNAU’s Data Systems, ensuring that all data operations manual, system user manuals, and system technical description documents are updated regularly.

· Represent FSNAU at relevant workshops, meetings, trainings related to data management, both internally and externally. In particular, represent FSNAU and contribute to the Somalia Support Secretariat (SSS) Statistics Working Group

· Work with partners to ensure FSNAU’s data systems tasks are not redundant or conducted in isolation

· Respond to external partner requests for FSNAU data and documentation, ensuring timely and effective sharing and distribution of FSNAU’s data, according to procedures and policies

· Train FSNAU staff and external users in using data systems tools, techniques, management, and analysis. Make presentations and contributions as necessary.


Minimum Requirements

· Advanced university degree in related field

· 3+ years work experience in data collection, processing, and analysis

· 3+ years work experience in managing data information systems

· 3+ years work experience managing and supervising staff

· Work experience in technical report writing and presentations

· Experience using Excel, SPSS, Epi Info, GIS, Remote Sensing, or related applications

· Ability and willingness to travel throughout Somalia
