DEPUTY CLERK

Grade: P4

Reports to: The Clerk

Main Purpose of the Job:

To supervise the day to day administrative and procedural affairs of the Legislative Assembly.

Duties and Responsibilities:

  • Deputise for the Clerk
  • Assist in drawing up Orders for Business, Agenda and order Paper for the
  • Sittings of the Assembly and send copies to each Member of the
  • Assembly;
  • Assist in preparing the strategic programme of activities, budget, policy
  • decisions and coordinate the general functioning of the assembly;
  • Transmit and distribute documents and records of proceedings, and

  • decisions as well as coordinating the general functioning of the Assembly;

  • Carry out follow up action on Committee and Assembly decisions and
  • other administrative and financial matters;
  • Carry out research on different subjects relevant to Committees’ mandate
  • and produce reports for Members of Committees;
  • Provide technical support to Members when preparing Private Bills,
  • Motions and Petitions;
  • Serve as Head Clerk at the Table when the Assembly is in session; and
  • Ensure preparation and production of annual reports of the assembly.

Qualifications and Experience:

  • A Masters Degree in Public Administration, Law, Social Sciences or a related field with specialized training in Parliamentary procedures.
  • 10 years of relevant experience with at least 5 years at senior level. Should have served in a Parliamentary setting at a rank not lower than Principal Clerk
  • Assistant. Should be able to work independently and in a diverse cultural environment.

NETWORK ADMINISTRATOR

Main Purpose of the Job:

To analyse business needs of the Assembly and develop, implement, train and

maintain software systems including database systems, network systems and

EALA Website.

Duties and Responsibilities:

  • To analyse, design, develop, implement and maintain application software in accordance with established IT standards;
  • Obtain and analyse needs of the users for developing or modifying website software systems;
  • Develop, improve and maintain EALA website and coordinate with other players to ensure the websites smooth operations;
  • Prepare and maintain up - to - date systems and user documentation;
  • Evaluate existing information systems and procedures and recommend solutions for improvement;
  • Construct or modify software to meet designed solutions, using modern software tools;
  • Test and implement new and revised application software systems to ensure that they meet user requirements;

1 Regional Project Coordinator

(REF: EAC/LVBC/LVEMP II PCT/ 09- 01)

The main purpose of this job is:

  • Overall coordination and supervision of the LVEMP II implementation processat the LVBC Secretariat and in the Partner States;
  • Overall Monitoring and Evaluation of the progress of implementation of theproject;
  • Financial Management of the project funds at the LVBC Secretariat.

Duties and Responsibilities

  • Liaise with National Coordinators in the Partner States at all stages of project

implementation;

  • Plan harmonized project implementation schedules and work plans and

budget in all the five Partner States;

  • Develop work plans, budgets and monitoring and evaluation programmes for

LVEMP II activities in the Commission;

  • Facilitate the meetings of the Regional Policy Steering Committee and prepare

Main Purpose of the Job

The main objective of this job is to provide technical operational support in for smooth

Implementation of the project.

Duties and Responsibilities

  • Provide strategic and process support to the EAC/LVBC in the execution of

the LVEMP II Project;

  • Provide strategic advice to the Regional Policy Steering Committee of the

project regarding implementation aspects of the project;

  • Assist the LVBC in terms of interpreting the impact of political, social and
  • cultural issues on the execution of LVEMP II;
  • Assist the LVBC in areas, as well as periods, of budget preparation/review at

the request of LVBC management;

  • Follow up/work in close collaboration with LVBC’s Financial Management Unit

and other members of the Regional Project Coordination Team (RPCT) to

  • maintain information on how the grant funds provided by Sweden and GEF

(and any other development partners) are being utilized under LVEMP II;

  • Facilitate information exchange amongst LVBC and Partner States on
  • implementation progress in various LVEMP II components through study tours

and workshops, to enable all countries to progress well;

  • Assist with the drafting of ToRs to contract various service providers required;
  • Assist with the review of outputs provided by service providers and the way

forward after completion of work;

  • At least 5 years knowledge in the preparation, appraisal, and implementation

of development projects with proven experience as a Manager in a Social,

  • Economic and Environmental Management of a complex shared ecosystem

  • Knowledge and skills of Monitoring and Evaluation (M&E), including process

Water Resources Management

Main Purpose of the Job

The main purpose of this job is to coordinate the implementation of Water Resources

Management aspects of the project

Duties and Responsibilities

  • Overall Coordination and supervision of initiatives leading towards an

integrated Lake Basin Water Resources Management;

  • Promotion of integrated water resources management in the Lake Basin; Coordination of the overall plan for implementation of water resources management activities funded under the project;
  • Initiate and coordinate activities leading to the creation of a sound hydrological

data base to support the use of integrated water resources management;

  • Develop common guidelines and operational procedures for data collection

(for both surface and ground water, including water quality) and set standards

for equipment specifications;

  • Liaise and coordinate with partner States, on the continuous assessment and

monitoring of water resources in the basin, including the Water balance of the

Lake;

  • Initiate the development and operationalisation of a Hydrological Information

System (HIS) in the Lake Victoria Basin;

  • . Initiate and coordinate the establishment of Decision Support System (DSS)

for the Lake and its Basin;

  • . Network with civil society organizations, private sector and other institutions

implementing water related projects in the region;

Main Purpose of the Job

The main purpose of this job is to plan the implementation processes of LVEMP II

Project in the five EAC countries.

Duties and Responsibilities

  • Overall planning of the LVEMP II implementation process at the LVBC

Secretariat linking with the Partner States;

  • Initiate and coordinate investment planning for the sustainable development of

resources in the basin;

  • Plan, organize and service regional project meetings at the LVBC Secretariat
  • Plan and organize project work at all stages of implementation;
  • Plan harmonized project implementation schedules and work plans and

budget in all the five Partner States;

  • Plan meetings for the Development of work plans, budgets, monitoring and

evaluation programmes for the LVEMP II activities in the Commission;

  • Plan and track the implementation of activities related to achievement of

commitments of Dated Covenants at the Regional and National levels.

  • Assist the Project Coordinator in ensuring active involvement and participation

of the civil society organizations and the Private Sector in the various project

Environment and Natural Resources Management Officer/GIS

(REF: EAC/LVBC/LVEMP II ENRMO/ 09- 05)

Main Purpose of the Job

The main purpose is the management of the spatial data infrastructure at the LVBC and

work closely with the Monitoring and Evaluation Officer responsible for the project MIS.

Duties and Responsibilities

  • Develop, update and maintain a comprehensive LVB information data base

comprising including the target basins within each Partner State and the

priority sub-catchments selected for natural resource management interventions;

  • Supervise the development of the spatial data infrastructure (GIS-based

database and the decision support system data listed above;

  • Develop a broad operational framework for the implementation of the

community based natural resource management investments in the Lake Victoria Basin by Partner States;

  • Ensure that the community driven natural resource management sub-projects

adopt site-specific best practices in natural resource management;

  • In collaboration with the Information and Communications Specialist, develop

information awareness mechanisms and support institutional strengthening of

Natural Resource and Environmental Management in the Lake Victoria Basin;

  • Assist and supervise the development of Partner States’ natural resources and

environmental management planning, and planning for discrete development

areas, regular updating of such plans and monitoring application within the

project and other district activities;

  • Arrange and carry out training to familiarize all project staff with the natural
  • resource implementation strategy, screening formats and reporting

requirement of the EMF; amend formats and reporting systems where

necessary to improve the project implementation process;

  • Carry out the Annual Performance Review to assess the degree of EMF

mainstreaming in LVBC and Partner States, ensure and record compliance

  • monitoring, identify cumulative effects and provide lessons for continuous EMF

performance improvement;

  • Spot issues concerning natural resources and environmental management

that may require additional assessment, particularly relating to cumulative

impact assessment, or any issues that have a transboundary nature and take

action as appropriate to investigate;

  • Coordinate the identification of specific issues of relevance to regional and/or

national policy on natural resource management and that may affect the

  • attainment of sustainable natural resources and environmental management in

the LVB;

  • . Manage the implementation of all training and sensitization programs to be

carried out on environmental and natural resource management;

  • In liaison with national focal point ministries, develop terms of reference for

specific studies and data collection activities in relation to natural resource and

  • environment management and identify suitable consultants to undertake the

same;

  • Conduct routine supervision and evaluation of the implementation of the

natural resource and environmental management components of the project;xiv. Provide updated reports as and when required by the RPCT and NPCT.

Qualifications and Experience

  • An advanced degree, in Natural Resources Management, Environmental

Science or a closely related field from an accredited university;

  • Must have a minimum of 5 years working experience in an integrated natural

resource/environment management projects in a wide variety of settings;

  • Must have excellent analytical and administrative skills as well as solid writing

and communication abilities;

  • Advanced training and competence in information technology in particular
  • GIS and remote sensing data analysis and environment planning, as well as

current policy on natural resource and environmental management;

Communications/Development Awareness Officer

Main Purpose of the Job

The main purpose of this job is to plan and execute communication and outreach

activities at the Lake Victoria Basin Commission.

Duties and Responsibilities

  • Overall coordination and supervision of the implementation of communications
  • sub-component of the LVEMP II at LVBC Secretariat;
  • Initiate and coordinate the interactions with Partner States and the
  • implementation of the Management information system for the project and
  • LVBC in general;
  • Develop and implement the communications strategy to promote the LVBC
  • and specifically LVEMP II objectives;
  • Prepare monthly targeted messages/newsletters to provide an update on

LVEMP II implementation to each target group for publication, website and

email alerts and feedback loop;

  • Plan and execute strategic publication of LVBC/LVEMP II

issues/activities/outputs in International and East African Partner States

media, as well as international and African high-profile conferences and

workshops;

  • Ensure country and regional level activities related to the LVEMP II process

are reported and disseminated. This will be done in consultation with the

LVEMPII Regional Project Coordinator, Focal Points and the LVBC

Secretariat;

  • Manage the LVBC/LVEMP II database and website/web page and ensuring
  • that it contains appropriate documentation in consultation with key partners;viii. Supervise and assist in the dissemination of key LVBC/LVEMP II documents

to target audiences and events (EAC Partner States, EALA, National Parliaments, etc);

  • Supervise the development and production of press releases, articles,

interviews and publications, and promote and disseminate these to specific

target groups and to the media;

Project Accountant

Grade: P2

Reports to: Regional Project Coordinator

Main Purpose of the Job

The main purpose of this job is to formulate policies, strategies and procedures on

financial administration and management.

Duties and Responsibilities

  • To manage the donor funded accounts for the LVEMP II within the Lake

Victoria Basin Commission.

  • Validate payment vouchers, cheques, local purchase orders for all

transactions relating to LVEMP II;

  • Reconcile ledger accounts of LVEMP II and follow up of imprest given to staff

of LVEMP II Regional Coordination Team traveling on official duty;

  • Monitor and ensure that enough funds are available in the Project accounts

and lodge disbursement request once the minimum threshold is reached;

  • Maintain the accounting records and prepare monthly financial reports;
  • Prepare periodic management and financial reports for accountability of the

funds disbursed and analysis of accounts so that decision makers receive

timely and accurate information;

  • Assist officers in the LVEMP II Regional Coordination Team to prepare

budgets for the activities requested;

  • Monitor the expenditure of the LVEMP II funds with a view to ensuring that the

amounts budgeted for, under each expenditure head, is not exceeded;

  • Prepare payments and allowances for the staff of the LVEMP II Regional

Coordination Team;

Main Purpose of the Job

The main purpose of this job is to develop and manage Library Services and provide

support to the LVEMPII project.

Duties and Responsibilities

  • Develop and implement Library policies and procedures for selection,
  • acquisition, dissemination and preservation of information material;
  • Plan the acquisition, organization, maintenance, utilization and requisition of
  • materials and equipment for the Project;
  • Process all information received including cataloguing and classifying of books
  • and periodicals to facilitate storage and retrieval;
  • Prepare guidelines on information provision in respect to copyrights and data

protection;

  • Develop and implement Library Rules, Regulations, manuals and user guides;
  • Develop LVEMP II information management strategy and Library databases;
  • Acquire and maintain a specialized information resource for the Project;

Main Purpose of the Job

The main purpose of this job is to manage all procurement of Services, Goods and

Works for the LVEMPII and to ensure proper procurement done in line with Project’s

Procurement Management Manual rules and regulations. The Procurement Assistant will

further be responsible for all procurement activities of the project and for setting out an

effective and transparent procurement process.

Duties and Responsibilities

  • Maintain a data base on the status of procurement done by the

Project/Commission;

  • Apply procurement procedures of participating development partners;
  • Prepare the annual procurement plan for the Project and facilitate its

implementation on a timely and efficient manner;

  • Procure goods and services for the LVEMPII Project in line with the
  • procurement manual and in accordance with World Bank guidelines;

Duties and Responsibilities

  • This is a 3 year Coterminous term appointment and may be extended. However, staff currently on open-ended contracts are encouraged to apply and if selected, will retain their appointment status. The Business Economic Environment and Investment Climate reform advisory services of IFC in Africa are implemented jointly by the Private Enterprise Partnership for Africa (PEP Africa) and the Investment Climate department (CIC). PEP Africa is the regional advisory services facility of IFC in Africa. CIC administers the IFC business line for BEE, and is also the World Bank anchor department for investment climate work and hosts FIAS, the Foreign Investment Advisory Service. Improving the Investment Climate (or Business Enabling Environment) in Africa is one of three core priorities of the IFC strategy in Sub-Saharan Africa. FIAS is a multi-donor investment climate advisory service of the World Bank Group, supported by IFC, MIGA and the World Bank. FIAS mission is to help developing countries improve their business environments to increase private sector activity and investments with positive development impact. This joint Investment Climate team for Africa comprises staff based in the hub offices of Nairobi, Dakar and Johannesburg and across the continent, working with a team of product specialists in Washington DC. Some of these staff are mapped to CIC/FIAS; others to PEP Africa; they work together as a single team, able to draw on the expertise and experience of both units. The team s objective is for Africa to become the world region producing the most investment climate reforms by the end of 2010.

  • One of the primary tasks will be technical management and coordination of the Kenya Investment Climate Country Program and development of broader support in the EAC. The Kenya Investment Climate Country Program is a donor-supported multi-year program covering a range of regulatory reform instruments and methodologies such as regulatory impact assessments, electronic registries, and standard cost model application. Significant success has already been achieved in licensing and regulatory reforms and the establishment of a network of reformers in Kenya and East Africa. The program is being expanded to cover a variety of other Business Enabling Environment product lines, including Doing Business Reforms, Subnational Doing Business and regulatory reform at the subnational level, taxation, trade logistics reform, investment promotion, and special economic zones. In addition discussions are under way to develop a regional program to support the integration of the economies of East Africa.

  • The position will require operational support and coordination for the workstreams which are part of the Kenya program and potentially the EAC regional program, as well as support of knowledge creation and management efforts in headquarters To fulfill these tasks, we are seeking a highly motivated individual with operational experience in World Bank Group client countries, particularly Kenya, expertise in investment climate reform work, and a track record of success. The position requires excellent integration skills, research and analytical skills, a good knowledge of and experience with investment climate issues, program management skills, and a talent for stakeholder management. In order to ensure seamless delivery to the client, the successful applicant must be able to lead the work of a team focusing on the various IFC Business Enabling Environment product lines, as well as establish appropriate monitoring and evaluation instruments to measure outcomes and impacts. This work will be closely coordinated with other IFC advisory business lines and with the private sector work of the World Bank. Requirements

· Advanced degree in economics, law, finance or other relevant field;

· 8-12 years of relevant experience in private sector development, particularly work related to investment climate reform

· Experience with designing and implementing investment climate reform projects, in transition, developing and post-conflict economies (specific experience with regulatory reform design and implementation in Sub-Saharan Africa, in particular Kenya, is an advantage);

· Experience in managing project teams, consultants and other stakeholders;

· Strong program management skills and experience relevant to investment climate issues; practical understanding of the political economy of regulatory reform;

· Well-developed interpersonal and teamwork skills; ability to operate effectively as a team leader and member; initiative, persistence and a positive attitude;

· Ability to deal sensitively in multicultural environments and to build effective working relations with local and international partners in the private sector, in the academic community and civic society and with client governments;

· Fluent in English, with excellent interpersonal, verbal communication and writing skills. Demonstrated experience in writing effective reports and communicating in public;

· Willingness to travel internationally.
