| Responsibilities Within delegated authority, reporting to the Chief of Service of the Internal Audit Division (IAD) of the Office of Internal Oversight (OIOS), the incumbent will be responsible for the following duties: Develop and implement the Section's medium and long-term goals and objectives, and related annual audit and work plans. Plan, organize, direct and coordinate the activities of multiple teams and resources of the Section. Define the broad objectives and scope for each audit/review. Provide direction and leadership with respect to all phases of each audit/review with a view to ensuring that the standards of the Office of Internal Oversight Services' (OIOS) are complied with and that audit/review objectives are achieved within budget. Review working papers and related audit/review communications (e.g. audit reports). Provide guidance to audit staff on technical and administrative matters. Lead audits/reviews of a sensitive and complex nature. Analyse guidelines and standards for internal audit activities in the course of ensuring consistency of approach and adequacy of practice of subordinate auditors. Monitor the status of audit/review recommendations. Represent IAD to senior management within the Organization. Empower/challenge staff to assume more responsibility. | Responsibilities The United Nations Human Settlements Programme, UN-HABITAT, is the United Nations agency for human settlements. It is mandated by the UN General Assembly to promote socially and environmentally sustainable towns and cities with the goal of providing adequate shelter for all. The post is located in the Events and Publications Unit, Information Services Section (ISS), UN-HABITAT Nairobi Duty Station. Under the supervision of the Head of Events and Publications Unit, the incumbent will perform the following duties 1. Co-ordinate and monitor the production process of publication and promotional materials; Assist author departments to plan new publications on the Publications Management Systems (PMS); Monitor and updates status of publication in (PMS); Assist in coordinating the issuance of ISBN and HS numbers to publications; Co-ordinate printing procedures; Provide support and training on the user of PMS and underlying principles. 2. Dissemination and sales of publications and promotional materials; Provide substantial input to the dissemination policy of the programme; Ensures that print copies of new publications are sent to UN-HABITAT distributors, Libraries Amazon, Google and key partners around the world; Ensure that electronic versions are uploaded on public website and Google with the appropriate contextual data; Ensure timely delivery of orders and respond to queries relating to the order subscription items and requests for information materials; Coordinate all outgoing shipment of UN-HABITAT's publications to conferences and workshops; Co-ordinate and supervise internal distribution, maintenance of photocopying equipment and production of monthly usage statistical data; Manage display areas at he agency's headquarters. 3. Manage marketing, administrative and management reporting systems; Manage and update UN-HABITAT database and generate mailing lists and statistics; Enter and monitor information relating to budgets procurement in the Integrated Management Information Systems (IMIS) and Lotus work flows systems, raise documentation for print and translation jobs in the Integrated Documents Control and Performance Monitoring System (IDCPMS); Generate monthly and annual management reports on publications sales, dissemination, downloads, review, Google review, and reports for Publications Boards; Generate regular e-newsletters; Reconciles Paypal credit card payment reports with the orders report and manage Amazon orders. 4. Manage and maintain storage and stocks of publications; Monitor stock levels of publications and promotional materials; Responsible for the security of storage areas of UN-Habitat materials; Review and recommend disposal of slow moving titles in accordance with the organizations archival policy. 5. | Competencies Professionalism: Knowledge of publications policies and procedures covering the whole publications life cycle from planning, to production, stock-management, marketing, distribution and sales. This includes keeping records of publications stocks, production and dissemination costs and following up on payments. Knowledge of regulations and procedures on procurement, consultancy contracts, shipment and other logistical issues. Ability to use web content management systems, e-newsletters, stock control, e-commerce, workflows systems as well as databases for marketing, sales, and production of management reports on the status of the agency’s publications program. Attention to detail and quality assurance and ability to deal with difficult problems or challenges and to remain calm in stressful situations. Teamwork: Works collaboratively with colleagues in the Information Services Section and with author sections to plan and monitor the production of publications and advise on print runs, dissemination and other aspects of the publications programme. Contribute to the team’s efforts to ensure that all publications are produced and disseminated according agreed standards and procedures. Ability to delegate tasks, monitor progress, verify the quality of work, and ensure timely delivery of work done by the publications and reproduction staff. Planning and Organizing: Ability to develop clear goals and priorities to ensure timely production, delivery, and dissemination of publications and other communications materials that often have to be produced in time for key events. Deadline: 30 April, 2009 | |      ORGANIZATIONAL LOCATION: | Results Based Management – Knowledge Management Task Force of the Medium Term Strategic and Institutional Plan | DUTY STATION: | NAIROBI, KENYA | FUNCTIONAL TITLE: | Knowledge Management Consultant | POST DURATION | 4-6 Months | CLOSING DATE: | 30 April 2009 | BACKGROUND: UN-HABITAT is in the process implementing its six year Medium Term Strategic and Institutional Plan (MTSIP) 2008 -2013 which was approved by its Governing Council in April 2007. The plan includes implementation of Results Based Management which is supported by Knowledge Management Systems (KM) and other institutional adjustments, to enable the organization fulfill its mandate to promote sustainable urban development, with the goal of providing shelter for all. OBJECTIVES: The purpose of this consultancy is to develop a knowledge management strategy that provide UN-HABITAT staff and its partners with the information, tools and a knowledge framework to contribute to results as defined in the MTSIP. The knowledge generation and management strategy contributes to the goal of establishing UN-HABITAT as the premier reference point on urban and human settlement issues under the following main objectives: - empower staff by providing easy access to accurate, timely, relevant information, knowledge and procedures to enable them to carry out their work effectively and promote an organizational culture of learning;
- provide partners with easy access to appropriate information and knowledge on urban and shelter issues;
- establish institutional frameworks and mechanisms to support the generation and management of evidence-based knowledge to link lessons learnt from operational activities to normative dialogue and advocacy and harness the efforts of the global network of Habitat Agenda Partners to document and synthesize knowledge on sustainable urban development;
- Adequate resource implementation of knowledge generation and management strategy.
RESPONSIBILITIES: The overall responsibility of the Knowledge Management consultant is to develop and initiate knowledge management strategies to improve generation, capture, storage and delivery of knowledge to and from UN-HABITAT’s partners. The strategy will seek to enhance the capacity of staff and partners to achieve sustainable urban development. The terms of reference are to: - Identify knowledge generation and management systems, products and services based on an assessment of needs, lessons learnt, current and best practices:
- Carry out an assessment of the current knowledge generation and management practices within UN-HABITAT, identify the gaps and establish how the current situation affects the organization’s effectiveness and efficiencies to meet its goals and objectives
- Carry out an information audit to determine what knowledge is required by staff at all levels to support different tasks and activities and how information is currently used, and establish the extent to which this is contributing to the organization’s objectives. Based on the audit identify appropriate knowledge creation and sharing processes
- Map information generation, capture, and flows within the organization, (including its regional and field offices) and between the organization and its external partners to identify efficient flow as well as bottlenecks, gaps and duplications
- Carry out a knowledge audit to identify the organization’s knowledge assets, how they are produced, and by whom, where they exist, (at Headquarters, regional and field offices) and where they are needed to support the agency’s work and excellence in management
- Align the information and knowledge audits with the organization’s objectives and assign a level of strategic importance to the identified needs based on the priorities outlined in the MTSIP
- Analyze the organizational culture to determine the extent to which the current processes and systems act as enablers of or barriers to good knowledge generation and management practice and recommend change management strategies
- Determine the most efficient and effective methods to generate, capture, store, facilitate access to, and transfer knowledge (including tacit knowledge) across the organization and with the external partners based on their location and communications environment
2. Recommend a knowledge generation and management strategy framework for addressing issues highlighted by the analysis in 1 above. The elements of this strategy should include: - A summary of the current situation from the analysis in 1 above, outlining priority needs and how they relate to MTSIP
- Recommendation of a system for collection, collation, analysis and effective dissemination of information and sharing of knowledge across the organization and with UN-HABITAT partners.
- Recommendation on knowledge management tools, systems, procedures, policies and resources required for an effective knowledge management programme
- Action plan with specific activities and timelines, taking into account priorities, major gaps, processes, organization culture and available technology. The action plan should outline quick wins, medium term actions and long term activities taking into account what can be achieved with minimal effort for early impact, and level of impact of each activity
- An outline of key success factors, dependencies, constraints and risks and measures to mitigate the identified risks
- Demonstration that the recommended action is based on international best practices and lessons learnt from other organizations including those in the United Nations systems and those learnt from UN-HABITAT’s normative and operational work, including technical cooperation and field projects
- A system to ensure that the knowledge generated informs UN-HABITAT’s work including strategic/ programme planning and management.
- Monitoring and evaluation process for the knowledge management programme including internal and external benchmarking
The consultancy is recommended to be carried out through a phased approach – proposed phases are outlined below but are subject to refinement: Phase 1 - Analysis of internal knowledge management processes, repositories, and needs (including Regional/Field Offices and field projects) Phase 2 - Analysis of knowledge needs and processes of key partners Phase 3 - Development of internal and external knowledge management system strategy The assignment requires that the consultant holds discussions with the staff of all Divisions, Branches, Sections and Units in Nairobi and the Regional Offices and other field offices outside Nairobi.
