Career and Job Developer Consultant

Overview:
The Career and Job Developer consultant will assist the youth training and preparation portion of the Somaliland Youth Livelihoods Program (SYLP) start-up phase managed by the Education Development Center. SYLP is a 16‐month program designed to add to the stability and development of Somalia by engaging 1200 Somali youth ages 15‐24 in market‐driven employment opportunities. The program will provide services through its staff, NGOs and businesses, as well as Livelihood Opportunities Resource Centers in Hargeisa, Burao and Lasanood in Somaliland. The program services includes personnel needs analysis of local employers, the alignment of university and technical training centers and NGOs to educate and train youth for those skills. Also Somali youth will be counseled on how to acquire the skills needed to strengthen their livelihood capacities and be “accompanied” and supported during their training and work experience and job searches.

Responsibilities:

  • Design a capacity building training workshop with input from and in collaboration with the US-based staff and the SYLP local staff.
  • Key skill areas to train include: how to identify local job opportunities, analyze the required skills of jobs, write job descriptions, and conduct task analysis.
  • Develop the core program handbook with training and support guidance, forms, educational and other materials.
  • Review sample Vocational and Technical Training curricula as well as the training and work experience and counseling designs of the prospective partners.
  • Support and assist in the design of the center’s career counseling activities by providing input on how to identify local paid job opportunities; conducting task and skill set analyses of jobs; and writing job descriptions based on this analysis.
  • Review with staff and contribute to developing indicators and systems for monitoring and evaluating the career counseling system.

· Assist organizations in understanding the barriers and solutions to recruiting and retaining youth and how to strengthen relations between their organizations and the business community and other employers for the increased participation of youth in the workforce.

Qualifications:

  • Education at Masters or PhD level or relevant experience
  • 5+ years of relevant experience in human resources and training
  • Must be organized and detail oriented
  • Strong interpersonal and English communication skills
  • Experience delivering presentations and/or training to groups of people
  • Solid Microsoft Word/Excel skills
